타이완에서 한 출입국 관리관이 이주여성 4명을 성추행한 혐의로 유죄선고를 받자, 한 가톨릭 노동자단체가 정부에 타이완에 있는 불법 이주노동자에 대한 정부의 태도를 점검하라고 요구했다.

올해 49살의 시파오닝은 지난 10월 15일 베트남 여성 2명과 필리핀 여성 1명, 타이 여성 1명을 성추행한 혐의가 인정돼 징역 5년을 선고받았다.

가톨릭 노동단체인 레룸 노바룸(노동헌장) 센터 소장 웨이웨이 수녀는 “몇몇 관리들은 이주 노동자들을 멸시하는 경향이 있다”고 했다.

그녀는 불법 이주자에 대한 조사과정에 허점이 있어 이들을 대상으로 한 범죄가 쉽다며, 출입국 당국은 “통역이나 사회복지사 없이 일대일로 비공개로 조사하는 것을 금지해야 한다”고 덧붙였다.

시파오닝은 자신이 인터뷰한 네 여성의 녹음기록으로 범죄가 드러났다. 그는 한 이주여성과의 인터뷰에서 비디오카메라를 가리고 이 여성에게 옷을 벗으라고 요구한 뒤 가슴 등을 만졌는데, 오디오는 끄지 않았다.

그는 전에는 많은 유명한 인신매매범을 체포해 타이완 언론의 주목을 받는 떠오르는 스타였고, 이주민 권리를 옹호하고 이들에 대한 착취를 막는 활동을 했다.

현재 타이완에는 거의 500여 명의 불법 이주민이 구치소에서 추방을 기다리고 있다.

A Catholic labor organization has urged the government to overhaul attitudes towards illegal foreign workers in Taiwan after an immigration police officer was sentenced to a five-year jail term for molesting four migrants.

Shih Pao-ning, 49, was sentenced on Monday after he was found guilty of sexually abusing two Vietnamese women, a Filipina and a Thai.

“Some officials tend to look down upon migrant workers,” said Sister Stephana Wei Wei, director of Catholic-run labor concern group Rerum Novarum Center.

Loopholes in the investigation process of illegal immigrants facilitates crimes against them, she said, adding that immigration authorities “should prohibit one-on-one closed-door interviews without the presence of an interpreter or social worker.”

Shih’s guilt was exposed in evidence that included recordings of interviews he conducted with the four women.

He covered up video cameras in an interview in which he ordered one of the women to strip naked and then touched her breasts, but he failed to switch off the audio.

Shih, previously dubbed a rising star by Taiwanese media after recording a number of high profile human trafficking arrests, had previously been an advocate for migrant human rights and an end to their exploitation.

There are currently close to 500 illegal migrants in detention in Taiwan awaiting deportation.
